Amendment 27: Campaign Finance
This proposed amendment to Colorado's Constitution puts serious limits on the amount of money that can be donated to a candidate by an individual or political committee, and also sets a limit to the amount that can be donated by the political party. Corporations and unions are now prohibited from donating money to candidates. The most important aspect of the amendment is that it creates a new support system for candidates, in the form of "small donor committees". The idea appears to be that a committee represents a specific idea that is important to people in the community. Individuals can donate up to $50 to a committee, which then donates a lot of money to the candidate.

The new system means that candidates would now have to focus their fundraising time on these small donor committees, which represent the people instead of political groups or special interests. This is exactly where the candidates should be spending their time to get their message across, and this amendment is a good step in the right direction.

We frequently hear of proposed campaign limits, and in my view campaign limits have not worked because of the way they are structured. This proposed amendment would not only limit the amount of contributions, but it would move the focus from political groups and corporations to the people in the community and the issues that are important to them. I applaud the drafters of Amendment 27.
